Currently sync can show as completed on one side of the sync, but still in-progress on the other side. Sometimes sync can advance to 97-98% and then pause with no activity before finally finishing after several minutes. The user needs to be sure that sync has happened, otherwise they need to repeatedly sync and just hope everything worked.
